Corruption erodes trust, weakens democracy, deepens inequality, and hampers economic development. It is also worsening the environmental crisis, and undermining climate action – sometimes by misusing the same funds that aim to make it better. This project develops freely available resources that spotlight and illustrate the many ways in which corruption negatively impacts on climate action. Through its invaluable data collection, library, digital tool and case studies, the Atlas will become the go-to global resource on climate governance integrity.
Reducing global warming to 1.5°C requires an enormous amount of money. In 2018 alone, climate finance totalled US $546 billion globally. These huge flows of money carry huge risks of corruption – wasting time that we don’t have, and undermining our efforts to fix the climate crisis. It also hurts the credibility of programs offering real climate solutions.
We already know that climate finance is vulnerable to corruption, and that the forestry, infrastructure and energy sectors are highly impacted. But stronger governance measures can ensure funding arrives where it’s intended, and is used effectively. This is why it’s critical to show what good governance in climate finance looks like.
The link between governance, corruption and climate is often overlooked. Ignoring this connection results in a major governance gap that allows corruption to thrive. The IPCC has shown how corrupt behaviours (e.g. undue influence and conflicts of interest) delay and weaken climate action, and decrease the quality of adaptive infrastructure. In addition, corruption not only undermines efforts to reduce emissions – it can even increase them.
The Climate & Corruption Case Atlas shows how corruption weakens climate action across the globe. It gathers case studies of climate corruption, presents lessons learned, and even collects information useful for taking legal action.
This project will significantly expand the Atlas, while adding a new Climate Integrity Atlas to help stop corruption before it starts. The Integrity Atlas will educate its users on best practice and good governance. It will also offer solutions, including resources on how to strengthen and implement climate transparency, accountability and integrity. Transparency International’s objective is for this digital tool and library to become the go-to resource on climate governance integrity.
This project involves country partners in researching cases of climate corruption at all levels in their regions, to be added to the Atlas. When the nations receiving the most climate finance are among those most vulnerable to corruption (IPCC), global collaboration is critical. New and existing cases will be fed into the Atlas by investigative journalists and other environmental justice organisations. Meanwhile, new resources on governance will help users both identify and prevent corruption.
Transparency International (TI) is a global movement dedicated to a vision of a world free of corruption. This not-for-profit organisation has over 25 years of experience in promoting transparency, accountability and integrity across all sectors of society. With over 100 chapters worldwide, this includes tackling corruption at regional and global levels. Acting as a knowledge centre, TI uses valuable insights, research and new approaches to produce research tools, policy positions, and advocacy strategies.
With your support, the Climate & Corruption Case Atlas can expand and update its database – and continue to document corruption on a global scale. By investigating and learning from the mistakes of the (recent) past, we can further improve models for best practice in climate governance. The new Climate Integrity Atlas will then help to develop and communicate this knowledge, by providing tools and resources on good governance and integrity. Both Atlases will help organisations, businesses and governments to learn how to identify, prevent and address corruption in climate finance.
Climate and governance practitioners, politicians, public servants, law makers and civil society learn about and understand how corruption affects meaningful climate action.
Forty to fifty additional cases are added to the Atlas resource library.
TI launches the Climate Integrity Atlas, which contains around fifteen cases of best practice and good governance.
At least two country-level Advocacy and Legal Advice Centres are trained to support and process complaints related to corruption, climate and environment.
