Created by the Club of Rome and the Potsdam Institute for Climate Impact Research, the Planetary Emergency Plan (PEP) starts with the big picture of climate change. It presents solutions that work in harmony with each other, in a comprehensive framework of ten commitments to urgent action. Its end goal is to fix the climate crisis. But for the PEP to work, decision-makers across all sectors of society need to follow it. This project will platform a clear, unignorable message to a global audience. It will identify where progress is lacking, and spotlight what more needs to be done.
The impacts of the climate crisis are everywhere, and many are working to solve them. But time is running low, and we’re lacking an interconnected and singular global voice to lead change. More often than not, competing climate solutions don’t coordinate with each other, and at times are even incompatible. Messaging around what we should prioritise can be mixed, and work may be duplicated.
There’s a clear need for cross-cutting approaches, and strong partnerships between different stakeholders to find holistic and sustainable solutions. This is where the Planetary Emergency Plan (PEP) fits in. It breaks down silos and provides an integrated approach to solving the climate crisis.
The PEP defines ten commitments for urgent action, and sets out a roadmap to lead us out of the crisis. Its audience includes a wide range of stakeholders, and it’s widely cited by policymakers and civil society groups. However, the PEP lacks in two areas: guidance for measuring progress in implementing specific policies, and identifying key policy gaps. This project will stress-test existing policy commitments and regulations to identify progress made to date, and the remaining areas for action.
The Planetary Emergency Plan (PEP) is the only framework bringing together climate, biodiversity, health, and social tipping points – then takes an integrated, holistic approach to providing solutions.
This project evaluates the progress of the ten commitments for urgent actions: identifying critical policy gaps, and providing concrete strategies. It will provide a ‘traffic light progress tracker’ to show how far we have to go. The results will be updated and presented annually, and the findings disseminated in campaigns before key moments, such as global climate conferences. This will encourage political dialogue on the need for smart structural reform, based on the commitments set out in the PEP.
The PEP is supported by a global network of 350 leaders from national governments, the UN, organisations, business, civil society, youth movements and academia. This network will amplify the annual reports’ findings, and present a united front pushing for change.
Once the progress indicators and impact measurement framework are developed, the traffic light will provide a judgement on the progress made to date. This will inform the strategies and key demands outlined for the coming year.

Since its founding in 1968, the Club of Rome has worked towards a sustainable future for humanity. Their mission is to provide holistic, interdisciplinary and long-term thinking: to ensure social and environmental wellbeing, and move the world towards equality in all senses of the word. The organisation dedicates itself to five key work areas: the climate emergency, rebalancing the economy, rethinking finance, new civilisations, youth leadership and intergenerational dialogue.
With your support, this project will hire three new staff working across report contribution and design, event management and coordination. The 350 global network members of the Planetary Emergency Partnership will have a platform to speak with one voice, and to advance urgent measures for climate action. This project helps to keep track of the ten commitments for action to prevent irreversible tipping points. The traffic light progress tracker, research and progress reports will guide network members and show the general public the way forward – with the help of an accessible dataset and concrete solutions.
Stakeholders within the Planetary Emergency Partnership network optimise their efforts and align their messages to ensure that everyone is pushing in the same direction for change.
The progress made on the identified ten commitments for urgent action will feed into related projects – from the COP reform initiative to the Earth4All national engagement strategies.
Decision-makers are confronted with concrete demands for urgent action through targeted campaigns, and the PEP influences the agendas of important events such as UN climate negotiations.
